G—NEWS (DILI) — We, the Foreign Ministers of the g7+ countries, convened in Dili, Timor-Leste, on the occasion of the 6th Ministerial Meeting, marking 15 years of unity and solidarity in our pursuit of peace, resilience, and sustainable development.

Recognizing the unprecedented challenges facing conflict-affected countries, including escalating geopolitical tensions, climate-induced crises, and declining global commitment to peacebuilding and development cooperation, we reafirm our collective resolve to champion dialogue, reconciliation, and country-led solutions as the foundation for lasting peace and development.

Drawing from our shared experiences, we stand united in advancing the mission of the g7+ as the authentic voice of our people, ensuring that global policies reflect the realities of conflict-affected countries as well as the aspirations of their people.

  • We express deep solidarity with all nations and communities suffering from war, aggression, and natural disasters.
  • We reafirm our commitment to support peacebuilding efforts, including mediation, reconciliation, and proactive conflict prevention through strengthened early warning systems as essential tools for preventing conflict and fostering national cohesion.
  • We commit to enhanced regional cooperation on conflict prevention through, coordinated diplomatic interventions, and strengthened support for traditional and community-based conflict resolution mechanisms, ensuring the meaningful preventing violence and promoting sustainable peace.
  • We mandate the g7+ Eminent Person’s Council to intensify engagement in promoting mediation and truth and reconciliation in member states facing instability.
  • We call for immediate humanitarian support and long-term assistance for conflict- affected and disaster-stricken countries and regions, ensuring that recovery efforts are nationally led, sustainable, gender-responsive and inclusive and that they benefit the vulnerable and the affected communities through transparent mechanism.
  • We commit to supporting the development and implementation of targeted economic programs that empower women entrepreneurs recognizing their essential role and promoting inclusive growth, food security, resilience and sustainable development of conflict affected states.

Advancing Peer Learning and Cooperation

  • We endorse the Harnessing Collective Wisdom: A Framework for Fragile-to-Fragile Cooperation for peer learning, institutionalizing knowledge exchange among g7+ countries to strengthen national capacities in governance, institution-building, and economic recovery. We task the g7+ Secretariat with mobilizing resources to implement the identified peer learning programs.

Mobilizing Global Support and Securing Debt Relief for Conflict-Affected States

  • We call for increased, predictable, and sustained financing for development in conflict-affected countries, ensuring alignment with the New Deal principles— national ownership, and institution-building.
  • We call for an urgent and comprehensive approach to debt relief for conflict-affected countries, as unsustainable debt burdens exacerbate fragility, undermine peace, and block economic recovery.
  • We call on international financial institutions, creditor nations, and development partners to:

o Prioritize concessional financing and debt restructuring for fragile states.
o Establish a special debt relief mechanism for conflict-affected countries, including the cancellation of unsustainable debt.
o Reform debt assessment frameworks to reflect the realities of fragility and crisis-prone economies.

  • We urge international climate financing agencies, funds, and donors to urgently reform climate finance mechanisms, ensuring they are more flexible, accessible, and responsive to the realities of these countries.
  • We reiterate our call for a significant increase in climate financing for regions disproportionately affected by climate change, particularly conflict-affected states, where vulnerability is compounded by fragility.
  • We insist that conflict-affected states be empowered to directly lead, manage, and implement climate adaptation initiatives, ensuring solutions that are context-specific, sustainable, and aligned with national priorities.
  • We reafirm our commitment to strengthening food security as a foundation for sustaining peace and resilience in g7+ countries. Recognizing the interconnectedness between conflict, fragility, and food insecurity, the g7+ underscores the importance of investing in inclusive and climate-resilient food systems, enhancing local food production, and improving access to nutritious food.
  • We call on our development partners and the international community to support these efforts by aligning assistance with national priorities and investing in long-term solutions that contribute to food sovereignty and stability in fragile contexts.

Strengthening the g7+ Through Institutional Consolidation

  • We commit to the full ratification of the g7+ Charter by all member states, ensuring the group’s legal and institutional consolidation.
  • We commit to sign a diplomatic note as a formal expression of our commitment to strengthening bilateral cooperation and enhancing relationships among member states. Through this step, we seek to further institutionalize our collaboration.
  • We reafirm the importance of regular coordination among Foreign Ministers to enhance political engagement, policy influence, and global advocacy.
  • We direct our Permanent Representatives to the United Nations to enhance coordination, working closely with the g7+ Secretariat and its New York office. We encourage them to establish regular expert-level consultations to engage in key UN deliberations.

Strengthening g7+ Leadership on the Global Stage

  • We nominate the President of Timor-Leste, H.E Dr. José Ramos-Horta, as special envoy for mediation and we will request the Secretary-General of the United Nations to support his work for peace and conflict resolution.
  • We agree to convene a g7+ Heads of State and Government Summit during the United Nations General Assembly to amplify our collective voice on peace, security, and development in a shifting geopolitical landscape.
  • We will deepen engagement with international and regional organizations to ensure that conflict-affected states remain at the center of global decision-making.
  • We commit to strengthening our presence and advocacy at the UN, including the UN Security Council, as well as within international financial institutions and multilateral development banks.
  • We will ensure that the voices of conflict affected states shape global policies on peace, security and development by advocating for frameworks that are inclusive, responsive, and tailored to the unique challenges of fragile and conflict- affected contexts.
  • We therefore welcome the adoption of the Pact for the Future by the UN in September 2024, with commitments to reform the multilateral institutions in particular, the international financial institutions, as well as the UN Security Council prioritizing the greater representation for the historically underrepresented regions, especially Africa.

Establish Incoming Chair and Deputy Chairs

  • We agree that Sierra Leone will complete its term as Chair on 31 December 2025. Solomon Islands will assume the role as Chair on 1 January 2026 for a two-year term. Democratic Republic of Congo and Liberia will serve as Deputy Chairs for the same period.

Acknowledgment and Way Forward

  • We extend our deep appreciation to the Government of Timor-Leste for hosting the 6th Ministerial Meeting and for its unwavering commitment and support to the g7+.
  • We recognize and appreciate the support of our partners, including the g7+ Foundation, and the governments of Finland and China, among others, for their financial and technical contributions.
  • We commit to implementing the agreements outlined in this document and direct the g7+ Secretariat to monitor progress and report back at the next Ministerial Meeting.
